联合国大会2006年通过的60/251决议案的规定，联合国人权理事会成员国必须“秉持崇高的标准促进和保护人权”。据此，中国根本不具备成为联合国人权理事会成员国的资格。中国政府对人权的侵害不仅限于中国大陆地区，而且也危害到了香港澳门和台湾。

　　在香港，以中联办为首的”西环治港”由特首到立法会再到区议会的选举势必企图掌控大局，因而买票种票之举时有所闻。多名泛民主派立法会议员没有回乡证，无法到中国大陆进行交流，回国无门；多位媒体界人士无法到中国大陆自由采访，记者采访又备受恐吓与威胁，有的甚至遭到殴打；多个商界人士投资失利遭骗却申诉无门。凡此种种，让一国两制的承诺成空，港人无可奈何下发起的和平占领中环行动也不断遭到北京当局的抹黑及阻挠。

　　在澳门，民主选举更为痴心妄想，二十三条的立法，媒体的全面被掌控，使得民主及社运工作进行更为不易。入境澳门也成了当局控制的一种手段，香港多名泛民主派人士入境澳门全都遭到拒绝。

　　台湾的民主品质也遭到北京当局的严重危害。新闻媒体被日渐渗透，言论自由空间因而缩小；台商的权益在中国无法得到充分保障，遭严重侵害的案例时有发生；多名政治与民主人士也因为受到港府与中国政府的黑名单而不能自由进出中国与香港；宗教人士（如法轮功学员）在中国被非法关押；等等。更有甚者，由于中国政府在国际上的持续打压，台湾人民沦为在联合国不被代表的人民。

　　因此，我们呼吁香港、澳门和台湾的人民，向联合国陈情，反应中国政府对你们人权的侵害和对你们民主、自由生活的危害的真实状况，挑战中国在联合国人权理事会的成员资格。

　　今年11月中，联合国大会将会投票选举人权理事会的成员。让我们一道迅速行动起来，阻止中国再次成为该理事会的成员国。
